Although FDIC intends to maintain the FDIC Dental Program and associated coverage, upon appropriate negotiations with the exclusive representative of its bargaining unit employees, it reserves the right to terminate, suspend, amend, change the level of benefits and type of benefits, or modify the plan at any time without notice or reason.
