Affordable Mortgage Lending Guide - Part I

U.S. Department of Housing and Urban Development and Federal Housing Administration

Last Updated: October 12, 2021

The mission of the Department of Housing and Urban Development (HUD) is “to create strong, sustainable, inclusive communities and quality affordable homes for all.” HUD funds and oversees a wide range of community development and housing-related activities aimed at preventing homelessness, providing rental housing, fighting housing discrimination, enhancing community and economic development activities, and increasing homeownership opportunities.

The Federal Housing Administration (FHA), the largest mortgage insurer in the world, is part of HUD. FHA provides mortgage insurance that protects lenders in case of borrower default. FHA increases homeownership opportunities in the United States by expanding mortgage financing opportunities and has historically provided stability to the housing market during times of economic crisis.
