"The CRA was designed to be a tool to increase awareness, participation, resources and confidence in those neighborhoods experiencing decline. Partnerships with all lending institututions including mortgage companies, banks and savings and loans are essential in providing affordable, available, adequate and accessible housing commercial revitalization for those neighborhoods otherwise not being served. Government resources and programs alone cannot begin to address these enormous needs; therefore, I oppose the FDIC's proposal to allow banks with assets above $250 million to be examined as small banks under the Community Reinvestment Act. This policy would reduce lending, investments and services in low-income communities."
