I strongly oppose the proposed rule changes in the Community
Reinvestment Act (RIN 3064-AC50). This action will harm to rural
communities. : While I admit I have not researched the reasons for the
proposed change, I have read reports from such organizations as Oxfam
that, at least in other countries, microloans to poor people have one of
the highest payback records.
I cannot imagine why the existing Community Reinvestment Act should
be changed.
