Subject: proposed change re: Community Reinvestment

Once again, the government speaks with forked tongue. On one hand we have HUD and on the other hand we have proposed changes which make it almost impossible for affordable housing developers to continue to exist, let alone create more housing units (and we know the need is great!). Instead of creating barriers, make things easier or at least keep them the same, not more difficult. In Minnesota, the number of banks which would be required to meet the current reinvestment rules would be reduced from 36 to 4. This puts an unequal burden on those four banks, too. Please reconsider. Thank you.
