Citizens for Affordable Homes, Inc., is Nevada’s leading builder of Self-Help Single families homes for low and very-low income families. The Community Reinvestment Act is critical to the existence of our organization. Over 30% of our funding is derived from community financial institution partners. We oppose any increase to the threshold of what is considered to be a small bank. The proposed FDIC rule would exempt most all of our community partners from the effective and productive requirements currently in place. The rule change in conjunction with other proposed rule changes by HUD and USDA/Rural Development would drastically curtail the construction of self-help homes. The administrations current policy is to build more homes for minorities. We currently serve over 45% of our homebuilders of Hispanic origin. The Community Reinvestment Act partners in Nevada currently supply funding for our administrative staff. We strongly urge FDIC to withdraw its proposed rule change immediately.
