 Dear Mr. Feldman:  As a member of the National Association of Retired Federal Employees 
        (NARFE), I submit my objection to the referenced proposed regulation 
        which could reduce loans and investments in rural communities by 
        state-chartered banks. The proposed regulation would need only one 
        Community Reinvestment Act (CRA) eligible activity, as opposed to the 
        three CRA activities (loans, investments and services) now required.  Rural communities, like Alexandria, need regulations that encourage 
        more investment by state-chartered banks, not less investment.  I look forward to a favorable reconsidertion of your agency's
