First National Bank of Omaha, Omaha, Nebraska is an active issuer of stored value cards.  We have reviewed the Notice of Proposed Rule Making regarding deposit insurance on stored value cards. 

We have reviewed the proposed comment letter that will be issued by Visa USA, Inc., and we agree with the views of Visa as raised in their comment letter.  We are attaching a copy of the comment letter that Visa submitted.  This letter is reflective of our position on this proposal.
