TO: CHIEF EXECUTIVE OFFICER
SUBJECT: Specially Designated Nationals and Blocked Persons

On August 12, 2002, the Department of the Treasury's Office of Foreign Assets Control (OFAC) amended its list of Specially Designated Nationals and Blocked Persons (SDN) by adding two names to its list of Specially Designated Global Terrorists. The SDN list also was amended by removing one name from the list of Specially Designated Narcotics Traffickers.

In addition, OFAC ordered the blocking of all assets of PLATINUM COMMERCIAL BANK LTD., wherever the assets may be located, pending an investigation pursuant to the Libyan Sanctions Regulations. This order was rescinded on August 13, 2002.

Attached are copies of the OFAC bulletins announcing the changes. Also attached is information from OFAC containing all changes to the list of Specially Designated Nationals and Blocked Persons since January 1, 2002. OFAC has asked that we distribute the information to all FDIC-supervised institutions so records can be checked for accounts that are required to be blocked. OFAC information also may be found on the Internet at https://home.treasury.gov/policy-issues/office-of-foreign-assets-control-sanctions-programs-and-information.
