SUBJECT: Specially Designated Nationals and Blocked Persons

On December 3, 2001, President George W. Bush issued an Executive Order designating two entities as "Persons Who Threaten International Stabilization Efforts in the Western Balkans." The Department of the Treasury's Office of Foreign Assets Control (OFAC) has added their names to its Specially Designated Nationals and Blocked Persons (SDN) list.

On December 4, 2001, OFAC designated three entities as Specially Designated Global Terrorists. Their names also have been integrated into OFAC's SDN list. Their assets must be blocked immediately. The December 3, 2001, and December 4, 2001, OFAC Bulletins are attached for your information.

Also attached for your convenience is a copy of the changes to the list of Specially Designated Nationals and Blocked Persons since January 1, 2001. The latest updates may be found on page 35. The bulletins, the list and other OFAC information also may be found on the Internet at https://home.treasury.gov/policy-issues/office-of-foreign-assets-control-sanctions-programs-and-information. OFAC has asked that we distribute the information to all FDIC-supervised institutions so records can be checked for accounts that are required to be blocked. Please immediately distribute this information to the appropriate personnel in your institution. For further information about Executive Orders, the list of blocked accounts or the procedures to block accounts, please call OFAC's Compliance Programs Division at 1-800-540-6322.
