Gentlemen- I would like to go on record as being opposed to the proposal to change the current system of loan classifications. The existing method of using terms like- "special mention", "substandard" & "doubtful" have served small financial institutions well for many years. The new "two-dimensional" rating system appears to be a very complex system to implement into small bank operations. If the agency chooses to move forward on this proposal, please give some consideration to a bank's asset size & possibly exempt banks less than $1 billion in asset size from using the new method.
