Living in a rural state that has a high influx of wealth second (and
especially since 9/11/01) and first home owners, who can afford all
sorts of banking charges I am concerned about changes that are proposed
that would not require banks with assets less than 1 billion to work
with moderate and low income Vermonters.

This would seem to support smaller banks, but in fact it is the RCA that
keeps banks in community. And the ways that banks meet the requirement
is very beneficial.
