I oppose the FDIC's proposal to allow banks with assets above $250 million to be examined as small banks under the Community Reinvestment Act. This policy would reduce lending, investments and services in low-income communities. As president of Andover Community Trust, Inc. I know that our local bank (then Andover Bank, now BankNorth) would not have provided the mortgage to our first low income owner to purchase our first permanently affordable home, without the incentive of the CRA.
