To Whom it may Concern:

My wife and I raised our family in Wallingford, Vermont. I worked with low
income rural families in Vermont for 20 years before moving to Boston. We
oppose the proposal to lift the ceiling to $1 billion on banks who will be
reviewed under existing CRA regulations. Much too much of rural America will
be left without the safety net that CRA has provided.
This is a very hasty process. I urge the regulators to make a more concerted
effort to truly understand rural markets and in fact do a better job of
enforcing CRA among the smaller rural banks. I directly observed a
remarkably uneven application of this very beneficial legislation. Do not hesitate to call upon me if I can assist. David R. Dangler
