Clinton Vaughn, Jr.

Clinton Vaughn, Jr. is the Federal Deposit Insurance Corporation’s (FDIC) Community Affairs Manager (CAM) for the Memphis Area Office Dallas Region covering the bank charters in AR, LA, MS and TN.

Mr. Vaughn began his career with FDIC in June of 1990 and received his Commissioned Financial Institution Examiner status in 1995. He has over 26 years’ experience in Regulatory Banking that includes Compliance, Risk Management Examinations, Community Reinvestment Act (CRA) Evaluations, Community Development, Economic Development, financial education and Fair Lending.

In his role, Mr. Vaughn promotes collaboration among bankers, community organizations, businesses of different sizes, churches, and local government leaders to identify banking services, products and credit needs and to develop strategies to meet those needs. Mr. Vaughn’s community involvement includes service as an Ordained Deacon, various non-profit boards, scouting (boys and girls), Mississippi State University (MSU) Memphis Alumni Chapter Board member, MSU Bulldog Club, Memphis Civil Rights Museum Wall of Founders, Life member of Omega Psi Phi Fraternity, Incorporated and other civic voluntarism.

As Community Affairs Manager, Mr. Vaughn and his staff provide technical assistance to banks, non-profits, examiners, and other stakeholders in identifying community and economic development initiatives, including projects that promote affordable housing, small and micro-enterprise business development, fair lending, job creation and financial services.

Prior to joining the FDIC, Mr. Vaughn has 5 years management experience in retail lending with then one of the top 50 in size multi-state banks in the United States, 5 years prior experience in financial operations with then the largest railroad network in the United States, and 3 years prior management experience with then the 5th largest interstate trucking company.

Mr. Vaughn received a Bachelors Degree from Mississippi State University with majors in Finance and Transportation, and a minor in Accounting with further studies in Accounting at Christian Brothers University Memphis, Tennessee and the University of Memphis, Memphis, Tennessee.

Mr. Vaughn is a recipient of the FDIC Chairman’s Excellence Award and Employee of the Year for the Memphis Region. The Tri-State Defender 2009 50 Men Of Excellence Award. He was selected as the International and National Citizen Of the Year by Omega Psi Phi Fraternity at its Conclave in Raleigh, NC July 2010. He has received several Special Act Awards, Mission Achievement Awards and Performance Awards during his tenure at the FDIC.

Mr. Vaughn is married to Lashell McCullough Vaughn. They are the proud parents of two children, Victoria and Clinton III.
