Subcommittee on Supervision Modernization

On May 29, 2009, the FDIC Board of Directors approved establishing the FDIC Advisory Committee on Community Banking to provide the FDIC with advice and guidance on a broad range of important policy issues impacting small community banks throughout the country, as well as the local communities they serve, with a focus on rural areas.

Michael Bartkoski, Chief Operating Officer, nbkc Bank:
Note: Mr. Bartkoski will be attending the first meeting for Mr. Unruh
Brian Unruh, President and CEO, nbkc Bank:
Mr. Unruh is President and CEO of nbkc Bank, which has total assets of $684 million. Prior to serving as President and CEO, he also served as the bank’s Chief Lending Officer. Under Mr. Unruh’s leadership, the bank is launching an incubator that will target businesses that could help the bank improve the customer experience or boost efforts to bring in deposits, small-business loans and mortgages.

W. Bennett Bradley, Manager of Operations & Shared Services, BB&T:
Mr. Bradley leads new Operations Shared Services team at BB&T, which has $225 billion in total assets. He is responsible for operational quality, robotics deployment, and cost efficiency plans at the bank. He previously led the Payment Solutions Division and served as Manager of Electronic Delivery Systems. He has been responsible for merchant acquiring, international services, treasury services, card issuing, and online banking in his various roles at BB&T.

Lyn Farrell, Regulatory Strategy Advisor, Hummingbird:
Ms. Farrell is also a Senior Advisory Board member at Treliant Risk Advisors. She specializes in strategic compliance initiatives and UDAAP and fairness work. She has been active in consulting with Fin-Tech companies on regulatory compliance issues. Ms. Farrell designed the Treliant Institute for Strategic Compliance Leadership, a leadership program for compliance professionals in the financial services industry.

Matt Grasser, Chief Technologist, RegTech for Regulators Accelerator:
Mr. Grasser partners with leading financial authorities to pioneer the next generation of tools and techniques for market supervision and policy analysis.

Dave Hanrahan, former President and CEO, Capital Bank of New Jersey:
Mr. Hanrahan was the founding President and CEO of Capital Bank of New Jersey, which has $514 million in total assets. Prior to joining Capital Bank, Mr. Hanrahan worked at the Bank of Gloucester County, which is now part of Fulton Financial Corp. He currently serves on the FDIC’s Advisory Committee on Community Banking and the Federal Reserve Bank of Philadelphia’s Community Depository Institution Advisory Council.

Bradley Jacobs, Advisor, Bay Area Start-ups:
Mr. Jacobs works as an advisor to various Bay Area start-ups. His prior experience includes 4.5 years with Uber, where he worked across all three major business lines: Uber Rides, UberEATS, and Uber Freight in Operations. He managed the Uber Freight Carrier Operations Team where he was responsible for building the carrier base for the mobile app. Mr. Jacobs has a Mechanical Engineering Degree from Duke University.

Bill Kroener, Senior Counsel at Sullivan & Cromwell:
Mr. Kroener is Senior Counsel to the Firm. His practice focuses on the supervision and regulation of banks and other regulated financial institutions and their advisers, and encompasses domestic and international activities, acquisitions, financings and other transactions. He served as General Counsel of the Federal Deposit Insurance Corporation (FDIC) from 1995 to early 2006. He also served on and chaired the Legal Advisory Committee of the Federal Financial Institutions Examination Council (FFIEC).

Dawn Manley, Chief of Staff for Global Strategic Initiatives and Products, Splunk:
Ms. Manley drives Splunk’s strategic, financial, and operational initiatives for their global clients. Splunk produces software for searching, monitoring, and analyzing machine-generated big data. Prior to working at Splunk, Ms. Manley worked at Samsung where she was Director over their Smart Machines Division where she developed strategic solutions that spanned the internet of things, new mobility, and the data economy/big data. She also worked on artificial intelligence and machine learning projects related to Samsung’s autonomous vehicle programs.

Noor Menai, President and CEO, CTBC Bank:
Mr. Menai is President and CEO of CTBC Bank, which has total assets of $3.5 billion. He has over 20 years of banking experience, both in the U.S. and internationally. His banking career began as VP of Retail Banking for the predecessor of JP Morgan Chase in New York, followed various executive roles with Bank of America and Citigroup spanning a decade. He then served as CEO and President of Charles Schwab Bank. He has served as President/CEO at CTBC since 2012.

Mark Moylan, Senior Director for Chain Bridge Partners LLC:
Mr. Moylan retired from the FDIC in January 2017, where he was the Deputy Regional Director for RMS in the Kansas City Region. After a brief retirement, he went to work as Senior Director for Chain Bridge Partners LLC, an organization that Jeremiah Norton established. Mr. Moylan was involved with many projects over his FDIC career, including standing up the IT exam function in DC.

Scott Mullins, Head of Worldwide Financial Services Business Development, Amazon Web Services:
Mr. Mullins specializes in cloud, compliance, regulation/policy making, and strategy and innovation at Amazon. Mr. Mullins serves as an advisor to FinTech Sandbox, a nonprofit that helps FinTech startups. Prior to working at Amazon, Mr. Mullins worked at JPMorgan Chase and NASDAQ.

Christopher Radich, Director of Digital Strategy, SalesForce:
Mr. Radich leads SalesForce’s Digital Strategy department where he helps clients attain technology and business modernization through the use of cloud, business intelligence/analytics, and artificial intelligence. Prior to joining SalesForce, Mr. Radich was the Director of Cloud Consulting at Gartner and a Managing Consultant in Application Innovation at IBM. He is a Certified Cloud Computing Security Professional and a Certified Information Systems Security Professional.

Nancy Rubin, Dean Continuing Education and Distance Education, Northwestern Health Sciences University:
Ms. Rubin oversees continuing and distance education programs at the Northwestern Health Sciences University. Prior to her new position, she led the University of Northern Colorado distance learning program. Her career has focused on online learning and curriculum design. She also led a consulting firm that helped customize and implement online learning programs and content management systems, and worked for Columbia University as the Director of Online Learning and Social Media.

Karen Solomon, Senior Counsel at Covington and Burling LLP:
Ms. Solomon advises clients on financial services regulatory matters at Covington and Burling. Prior to joining her firm, Ms. Solomon served as the Acting Senior Deputy Comptroller and Chief Counsel at the Office of the Comptroller of the Currency (OCC). She was responsible for drafting regulations and advising on issues involving bank powers, structure, and compliance as well as licensing, legislative, and litigation-related matters. She led the OCC’s FinTech chartering initiative and implementation of the Volcker rule.

Vivian Yeung, Chief Digital & Technology Officer, Fremont Bank:
Ms. Yeung has community bank, regional bank and big bank experience. She is currently the Chief Digital and Technology Officer at Fremont Bank, which has total assets of $4 billion. She formerly worked at Bank of the West where she was responsible for the strategic direction of the mobile/digital payments space as well as the development of new digital capabilities. She’s in process of establishing Fremont Bank’s Digital strategy.
