This is a request for delayed mandatory compliance. We have many procedures to work out in order to put this in place. The final regulations have not yet been published and this is to take effect Oct. 25, 2002. We also have to get board approval prior to that. This is all wonderful in theory but is not practical or maybe not possible to complete in that short amount of time.

There are also some problems for us with picture id's for our elderly customers and making copies of picture id's and not being allowed to keep the in loan files because of other reg's.

For non US customers, how are banks to determine if a foreign passport is authentic?

Maybe these and other vague requirements will be corrected in the final regulations.
