Subject: Community Reinvestment -- RIN 3064-AC50

September 20, 2004

FDIC

To whom it may concern:

I am writing this letter to let you know that I oppose the FDIC's proposal to allow banks with assets above $250 million to be examined as small banks under the Community Reinvestment Act. This policy would reduce lending, investments and services in low-income communities.

I do banking business with a financial institution whose assets are above $250 million dollars and feel that this institution as well as all of the other institutions with assets above $250 million dollars need to continue supporting the underserved communities (whom also invest in these institutions) through reinvesting back into the communities. After all, it was and still are the smaller investors who have taken the chance to invest and continue to invest in these financial institutions regardless of the negative images and mergers that have taken place.

At Mission of Peace CDC, we conduct banking financial literacy classes, homebuyer education, and pre-post purchase counseling to low-moderate income communities that are underserved by a financial institute’s presence. We continue to promote (free advertising) these financial institutions as being user friendly when the time comes for the individual to establish a banking relationship. As the low-moderate income communities continue to filter funds regardless of the amount into these institutions, it increases the financial institutions income stream for their investment purposes. Therefore, yes they should remain responsible for reinvesting in community.

Sincerely,
Sharon Levenberry
