Rather than rewriting the letter submitted to you by the Federal Home Loan Bank of Topeka, I have attached the link to that letter.  http://www.fhlbtopeka.com/resources/Disbursement/1149-FDIC_FHLBank_letter.pdf

The Bank does use FHLB for secured borrowings and would not want to increase our costs in this environment any more than we have to.  I believe the points raised are very good and need to be considered before final regulations are written.  I believe some of the processes being considered and implemented are being pushed through too quickly.  Time to see what works and what does not might well be an advantage.  At this point The Bank plans to opt-in for the additional insurance coverage on non-interest bearing transaction accounts and is willing to pay that premium.  While our borrowings are quite small right now we do not know what the future might bring and how those borrowing needs might change.
