I am AGAINST a FDIC surcharge on banks that use brokered deposits as a significant source of funding.  In many cases, certainly in ours, brokered deposits are a less expensive source of funding than finding additional local deposits:  These brokered deposits seem to be just as stable as a local depositor who has moved his money to our bank because we have the highest rate in the area.

I feel the FDIC should gage their risk profile on the quality of loans in a portfolio, and the type of off-balance sheet activities being conducted.
