FDIC Federal Register Citations September 7, 2004 Mr. Robert E. Feldman I strongly oppose the above-referenced proposed rule changing the Community Reinvestment Act regulations. This change will exacerbate both public and private sector disinvestment in rural America. From my own experience, I know that because of the current CRA rule, there has been significantly more investment into both affordable housing and economic development than would have occurred otherwise. Rural America cannot afford any additional disinvestment of its scarce resources into "hot" urban or collar county communities just because lenders are unwilling to consider non-traditional investments into rural America.
