 Notice Required by the Y2K Act to Establish a Small Business

Liaison

AGENCY: Federal Deposit Insurance Corporation.

ACTION: Notice.

SUMMARY: Pursuant to section 18(b) of the Y2K Act, Public Law 106-37,

113 Stat. 185 (1999), the Federal Deposit Insurance Corporation is

hereby designating Edward Silberhorn, Consumer Affairs Specialist,

Division of Compliance and Consumer Affairs, as the point of contact to

act as a liaison between the agency and insured state nonmember banks,

as well as foreign banks having an insured branch, which qualify as

small business concerns under the Act, with respect to problems arising

out of Y2K failures and compliance with Federal rules or regulations.

SUPPLEMENTARY INFORMATION: The Y2K Act defines ``small business

concern'' as an unincorporated business, a partnership, corporation,

association, or organization, with fewer than 50 full-time employees.

In addition, the Y2K Act defines ``Y2K failure'' as failure by any

device or system (including any computer system and any microchip or

integrated circuit embedded in another device or product), or any

software, firmware, or other set or collection of processing

instructions to process, calculate, compare, sequence, display, store,

transmit, or receive Year-2000 date-related data. This definition

specifically includes failures to: (1) deal with or account for

transitions or comparisons from, into, and between the years 1999 and

2000 accurately; (2) recognize or process accurately any specific date

in 1999, 2000, or 2001; or (3) account accurately for the year 2000's

status as a leap year, including recognition and processing of the

correct date on February 29, 2000.

December 31, 2000.
