James P. Maloney is the Chairman of the Board of the Mitchell Bank and President of the Mitchell Bank Holding Corporation. Established in 1907, Mitchell Bank is an independent community bank located on the near south side of Milwaukee, Wisconsin.
Mitchell is one of the 31 financial institutions participating in the FDIC's pilot program to develop Affordable Small Dollar Loans within the Guidelines issued in June of 2007. Maloney has personally been involved in the development of Mitchell's small dollar loan and the multiple changes to the program based upon the bank's experiences.
Maloney has spearheaded the Bank’s outreach to the Latino community, which has included multiple partnerships with religious, civic and social institutions related to banking, mortgage, immigration and homeownership issues. He has been actively involved in the outreach to the “unbanked” and/or “underbanked” Latino community, emphasizing the elimination of barriers to access to financial services.
He has directed the establishment of the Cardinal Bank, a full service branch of the Mitchell Bank within the dominant Latino High School in the area. He has worked extensively in creating and marketing new products, with particular emphasis on remittances. Mitchell is the largest volume originator of the Federal Reserve's Directo a Mexico, International Service.
He is one of the original members of the New Alliance Task Force, established by the Consulate of Mexico and the FDIC. He is also a member of the Housing, Community and Economic Development Committee of the American Bankers Association.
Maloney is also a member of the Alliance for Economic Inclusion (AEI) task force. He and Mitchell Bank participate in the Immigrant Market subcommittee which is working on developing alternatives products to payday and other predatory lending.
In addition to his role as Chairman, Maloney is and has been a practicing attorney for over 34 years. He graduated with a B.A. degree, magna cum laude, from Marquette University in 1971. He received his J.D. degree, cum laude, from Marquette University Law School in 1974. He was admitted to the bar in 1974 and is a member of Phi Beta Kappa.
