Michael D. Parrell

Michael “Mike” D. Parrell has been with the FDIC since 1995 following the sunset of the Resolution Trust Corporation (RTC). He currently serves as Program Manager in the FDIC’s Corporate University supporting the training and development needs of the Chief Financial Officer Organization, Division of Resolutions & Receiverships, and Division of Insurance & Research. Prior to working for the FDIC and the RTC, Mike worked for the Office of Thrift Supervision (OTS) as Sr. Quality Control Manager in their information technology division ensuring quality control of data captured in various systems. He also worked for the Department of Treasury’s Bureau of the Public Debt as Sr. Systems Accountant and Contracting Officer’s Technical Representative (COTR) supporting the implementation of the Financial Accounting & Reporting System (FARS). Mr. Parrell has a Bachelor of Science degree in Accounting from Wilkes College and Master of Business Administration in Finance from the State University of New York at Binghamton.

Cybersecurity: Securing Financial Data & the Financial Services Sector (1 CPE)

Jennifer Franks-2022

Jennifer R. Franks is a Director in GAO’s Information Technology and Cybersecurity team. She oversees engagements that primarily focus on emerging cybersecurity issues and assessing an agency’s ability to protect the confidentiality, integrity, and availability of its sensitive data and computing infrastructure. Ms. Franks also leads the Center for Enhanced Cybersecurity, which provides technical support to GAO’s cybersecurity engagements. Her multi-disciplinary teams actively review agencies’ computer security vulnerabilities across their enterprise-wide computing environment by assessing program management compliance and technical controls recommended for the agencies to follow in accordance with federal guidance and leading practices. In addition, Ms. Franks leads reviews in the areas of IT management and operations, data protection, privacy, and cybersecurity issues related to the COVID-19 pandemic. 

Further, at GAO, she is a certified facilitator of agency new hire and Diversity, Equity, Inclusion, and Accessibility (DEIA) courses. Ms. Franks earned a master’s degree from Carnegie Mellon University in information security policy and management, and a bachelor’s degree from Hampton University in computer information systems.

Government Guaranteed Loan Fraud (1 CPE)

Christopher Conn

Chris Conn has approximately 17 years of experience investigating complex financial crimes. He currently serves as a Special Agent for the Federal Deposit Insurance Corporation, Office of Inspector General (OIG) and previously served as a Special Agent for the Small Business Administration-OIG, Treasury Inspector General for Tax Administration, and the Department of Housing & Urban Development-OIG. Chris has organized, planned, and conducted complex financial investigations related to various government programs and the banking industry. Chris graduated from the University of Kansas with a Bachelor of Arts degree in Economics.

Mr. Lerner was also a prosecutor in the Criminal Division at DOJ, during which time he worked on banking and money laundering cases, and as a Special Assistant U.S. Attorney.  He also served as an overseas Legal Advisor providing training to foreign prosecutors and as Counsel for Multilateral Affairs.  Mr. Lerner has taught several courses on criminal law and law enforcement issues at the George Washington University, National Advocacy Center, and elsewhere.  Mr. Lerner earned his Juris Doctor degree from the University of Pennsylvania Law School, a Bachelor of Science degree in Accountancy from the University of Illinois, and he passed the Certified Public Accountant Examination.

 

Jeffrey M. Shaw

Jeff Shaw is a Special Agent with the Federal Deposit Insurance Corporation- Office of Inspector General (OIG). Jeff is a graduate of the University of North Texas and earned B.A. in Criminal Justice. Jeff began his federal career in 2004, when he was hired as a Special Agent with the United States Secret Service. While at the Secret Service, Jeff worked large scale white collar investigations to include bank fraud, mortgage fraud, Identity theft rings and organized crime. Jeff joined the FDIC-OIG in 2009 where he continues to investigate sophisticated white collar crime and cases involving bank insiders and Government Guaranteed Loan Fraud.

Kate Fritzdixon-2022

Kate Fritzdixon is a Senior Financial Economist in the Division of Insurance and Research at the Federal Deposit Insurance Corporation. She received her Ph.D. in Economics from Vanderbilt University. She identifies emerging risks to the macroeconomy and the banking system, with a specific focus on households and consumer lending. 

Dr. Fritzdixon earned her Ph.D. in Economics from Vanderbilt University and her Bachelor’s degree in Economics and Political Science from the University of Pittsburgh.

How Emotional and Cognitive Biases Influence Cultural Competency (1 CPE)

Sean Nolon

Sean Nolon serves as the FDIC’s Alternative Dispute Resolution (ADR) Counsel in the Ethics and ADR Unit of the Legal Division. He advises and assists the Corporation on all ADR activities. Prior to joining the FDIC, Sean was  the Vice Dean for Faculty and a Professor of Law Vermont Law School where he directed the Dispute Resolution program. He teaches and writes in the fields of negotiation, dispute resolution, environmental law, land use, and governance. He has significant experience as a lawyer, ombuds, mediator, negotiator, and facilitator in employment, land use, environmental, public policy and commercial disputes.

His scholarship has been cited by the Massachusetts Supreme Court. He is the author and co-author of numerous publications including: Land in Conflict: Preventing and Managing Land Use Disputes (with Ona Ferguson and Patrick Field); Environmental Dispute Resolution, In: The Encyclopedia of Sustainability, Vol. 3: The Law and Politics of Sustainability (Berkshire); Arbitration and the Olympic Athlete, In The Handbook of American Sports Law (Oxford University Press).  His articles have been published in the law journals of Florida University, Fordham University, Yeshiva University’s Cardozo Law School, University of Oregon, Idaho University, and Pace University.

He has designed and taught courses at Yale School of Forestry and Environmental Studies, University of Nevada at Las Vegas, Pepperdine Law School, Northeastern Law School and Dartmouth College.

Sean received the New York State Bar Association Environmental Law Section Honors Award and is licensed to practice law in New York and Vermont.

Steve Cooper

Steve Cooper is the Acting Director of Corporate University. In this capacity, he is responsible for the oversight of the design, development, and operations of Corporate University’s Schools of Leadership and Development, Resolutions and Receiverships, Corporate Operations, and Examination, Monitoring, and Insurance. Prior to his role as Deputy Director, he was the Associate Chief Learning Officer for Corporate University’s School of Resolutions and Receiverships at the Dallas Learning Center. He has over 26 years of experience in the management, production, evaluation, and implementation of interactive multimedia and instructor-led training, particularly in the areas of analysis, design, development, and evaluation. Steve joined the FDIC in 2008 after working 9 years as a learning and development contractor with several government agencies including the Centers for Disease Control, Federal Aviation Administration, Census Bureau, National Credit Union Administration, United States Air Force, and the United States Department of Agriculture. He also served three years as an Associate Professor at Rose State College teaching principles of web project management. His professional interests are focused around three areas: emerging technologies in learning and development, the continued transformation of the learning and development industry to a more virtual and collaborative environment and the application of instructional design principles to corporate learning and development. 

Steve holds a Bachelor’s in Education and Master’s in Instructional Psychology and Technology from the University of Oklahoma. He is married and has 2 daughters, Elizabeth and Riley. He is also an avid motorsports enthusiast and enjoys spending time with his family and friends.
