CEASE AND DESIST

   IT IS HEREBY ORDERED, that the Order to Cease and Desist issued against First Bank, Colorado Springs, Colorado, pursuant to section 8(b) of the Federal Deposit Insurance Act, 12 U.S.C. §1818(b), amended by the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 ("FIRREA"), Pub. L. No. 101-73, 103 Stat. 183 (1989) (to be codified at 12 U.S.C. §1818(b)), when the Bank is closed by a federal or state authority, on October 14, 1988, be, and hereby is, terminated.
   Dated at Dallas, Texas, this 31st day of October, 1989.
