I oppose the FDIC's proposal to allow banks with assets above $250 million
to be examined as small banks under the Community Reinvestment Act. It is
very important that we maintain a system that encourages and facilitates
lending and investments in low-income communities. Too often, despite the
fact that these are the communities that need the greatest investment and
the most concentrated services, they are the very communities that receive
the least. Redefining "small banks" would make it easier to overlook these
communities and would lead to serious disinvestment.
