Dear Mr. Feldman:

I am writing to ask that the FDIC NOT change the definition of a small bank from $250 million to $1 billion. The three-part exam is a critical component of making sure that access to capital is fair and balanced. While we wish that the market would address rural capital needs on their own, the market is far from perfect, and government regulation is necessary and proper to ensure that the economic development needs of marginal communities are met….or, that the needs for capital of less fortunate segments of otherwise healthy local economies are met. CRA helps make this happen.

Also, please do not provide CRA credit for activities which do not benefit low and moderate income people and places. Let’s use CRA credits where they are needed. Let’s not return to the bad old days of hard-to-get rural lending, investments and services.
