Gentlemen:
I am writings on behalf of Westchester Housing Fund, a Community
Development Financial Institution to note our strong opposition to the
proposed rule changing the Community Reinvestment Act regulations. Any
further weakening of the legislation will remove the incentive for
financial institutions to partner with community groups such as WHF to
provide access to capital to underserved communities. There are
modifications that we feel we can support such as a three year safe
harbor provision for any bank that receives an "Outstanding" from its
regulators. However the current proposal is not one that we can support.
We urge you not to adopt this rule.
