Small rural banks need to reinvest locally. The Friendship Empire
Zone strongly opposes the proposed rule changing the Community
Reinvestment Act regulations. In our opinion, it will undermine future
economic development rural communities. Please do not adopt this rule.
The Friendship Empire Zone has 165 Certified Businesses and manages
an Economic Development Zone in rural Allegany County in New York State.
