I oppose the FDIC's proposal to allow banks with assets $250 million to be
examined as small banks under the COmmunity Reinvestment Act. The policy
would reduce lending, investments and services in low-income communities. We
have a number of financial institutions that fall into this category in our
community. I know that they are lobbying hard for this legislation. They use
very weak excuses. For instance, one Bank reports that they do many things
for the community, but don't have the staff to keep track of it. In reality,
it's just not a priority for them, and they woldn't have much to measure.
I've seen the rating of the one bank that is strongly supporting this
change. Their rating shows they are not reinvesting in the community as they
should be. I know of other Banks in this threshold wha are very community
minded and are proud to measure and exhibit their successes in helping our
community and affordable housing. I think that this legislation would have a
disproportionate negative impact on smaller communities where a
concentration of these financial institutions are located. Shame on those
banks who would support such an attack on CRA.
