On behalf of Upper Des Moines Opportunity, Inc., I am writing to
convey our strong opposition to the proposed rule that would change
the Community Reinvestment Act regulations which purports to streamline
the Act's test for banks up to a billion dollars. These rule changes
would have a strong negative impact on many rural communities in
which banks of this size are located.
