I have been a City Planner for 25 years. In that time, I feel that
the Community Reinvestment Act has been one of the most powerful
tools in reviving neighborhoods. I have witnessed areas that were
dying become vibrant again. They now contibute to the tax base instead
of being a drain on budgets. This is a truly a program that has brought
successful results all around the country.
I strongly oppose the proposed rule changing the Community Reinvestment
Act regulations. In my opinion, it will really undermine rural communities.
Please do not adopt this rule.
