To Whom this may concern,
As a resident of rural America, it is sad and disheartening to see
the destruction being proposed to the funding availabilities accessed by
rural stakeholders with the changes in the law.
Please consider long and hard the impact of what you are threatening to
do, many poor and low income survive in the rural communities and loss
of their funding sources or the security of guarantee will be
devastating. Please don't do this.
