Gentlemen:

As board president for Rural Ulster Preservation Company, I strongly
oppose the rule changing the Community Reinvestment Act regulations. In my
opinion, it will really undermine rural communities. The aid our CDC
receives from local banking institutions through CRA programs is critical to
our ability to be able to serve the growing number of residents who struggle
to have a roof overhead, or a home they can call their own. Our community
has seen skyrocketing real estate prices since 9/11, with the exodus of
metropolitan New Yorkers to our beautiful Hudson Valley. Please do not
adopt this rule.
