I am not in support of increasing the definition of small banks
to $1 billion. I think that 10.6% of banks with 66.7% of assets constitutes
enough control over the banking market that all of these banks should
be affected by the Community Reinvestment Act (excerpt from 12 CFR
Part 345 below). Thank you.
In sum, increasing the definition of small banks to $1 billion
would result in a decline in the percentage of state nonmember
banks classified as large banks from 10.6% to 4.3%, and a decline
in the percentage of assets of state nonmember banks being held
by large banks declining from 66.7% in 1995 to 57.9%."
