SUBJECT: Joint Agency Notice on Moratorium on
Section 314(a) Information Requests
Summary: A joint agency notice has been issued regarding a moratorium on law enforcement requests for information pursuant to section 314(a) of the USA PATRIOT Act.

Together with the Board of Governors of the Federal Reserve System, Office of the Comptroller of the Currency, Office of Thrift Supervision, and National Credit Union Administration, the Federal Deposit Insurance Corporation is issuing the attached notice regarding a moratorium on requests made under the auspices of Section 314(a) of the USA PATRIOT Act.

On September 26, 2002, the U.S. Department of the Treasury issued a final rule to implement Section 314(a) of the USA PATRIOT Act that adds section 103.100 to the Bank Secrecy Act regulations. This section established procedures that encourage information sharing between governmental authorities and financial institutions. The attached notice addresses matters pertaining to the "Control List" and the information requests made by law enforcement agencies.
