| FIL-63-96 August 22, 1996 |
| TO: | CHIEF EXECUTIVE OFFICER |
| SUBJECT: | HUD Statewide Non-MSA Median Family
Income Figures for 1996 |
| In response to requests from financial institutions, attached
is a listing of 1996 non-metropolitan statistical area (non-MSA)
median family income figures, categorized by state. These
figures were provided by the Department of Housing and Urban
Development (HUD).
The FDIC and the other federal supervisory agencies use these figures to classify the income levels of borrowers located outside of metropolitan statistical areas (MSAs) in Community Reinvestment Act (CRA) evaluations. These figures, updated annually by HUD, provide a viable measuring standard for assessing an institution's level of lending based upon income within the non-MSA portion of the institution's assessment area(s). Revised CRA regulations classify individual income levels as low- , moderate- , middle- , or upper-income based on area median income. "Area median income" is defined as "the statewide non-MSA median family income, if a person or a geography is located outside an MSA" (12 CFR 345.12(b)). For further information about these income figures, or for information concerning MSA income data, please contact your regional office of the FDIC's Division of Compliance and Consumer Affairs shown on the attached list. |
