With the 2001-2002 recession, employment growth plummeted to minus 1.49 percent in 2002, recovered to minus 0.25 percent at the start of 2003, and fell to minus 0.36 percent in the second quarter of 2003. In Washington, employment growth was 2.58 percent in 1995, dropped to 0.90 percent in late 1995, increased to 4.41 percent in late 1996 steadily decreased to 1.72 percent in early 1999, and improved to 2.83 percent in mid-2000. With the 2001-2002 recession, employment growth in Washington fell to minus 2.51 percent in early 2002, recovered to 0.49 percent in early 2003, and dipped to minus 0.15 percent in the second quarter of 2003.
