The rate of change fell to minus 10.34 percent in the third quarter of 1999, rose gradually to minus 2.54 percent in the fourth quarter of 2000, then jumped to 24.83 percent in the second quarter of 2001. One year later, the rate of change in national bankruptcies had slowed to 0.24 percent, increased to 11.97 percent in the third quarter of 2002, improved slightly to 10.21 percent in the second quarter of 2003, and dropped to 3.23 percent in the third quarter of 2003. For Ohio, bankruptcy filings were down 7.59 percent in the first quarter of 1999, compared to the previous year. The rate of change gradually increased to 4.04 percent in the fourth quarter of 2000, jumped to 42.10 percent in the second quarter of 2001, declined to 1.99 percent in the second quarter of 2002, rose to 17.39 percent the following quarter, eased off to 13.53 percent in the first quarter of 2003, increased to 21.47 percent in the second quarter of 2003, and moderated to 12.18 percent in the third quarter of 2003.
