Ohio manufacturing employment growth expanded to 4.37 percent in the second quarter of 1995, dropped to minus 0.92 percent in the second quarter of 1996, remained below 1.00 percent through 2000, plummeted to minus 9.68 percent in the first quarter of 2002, improved to minus 3.06 percent in the first quarter of 2003, and declined to minus 3.50 percent in the third quarter of 2003.
