New home prices have fluctuated more sharply, from a high of over 15 percent in 1987 to a low of minus 6 percent in second quarter 1991. In fourth quarter 2001, the percent change was minus 2. The percent change for existing home prices was at a high of 16 percent in second quarter 1979; and it intermittently fell into negative territory (but never by less than -1.5 percent) during early 1989, late 1990, and early 1993. Since then it has remained on the positive side, ranging between 1 and 6.5 percent.
