Charles A. Bowsher


Mr. Charles A. Bowsher has served as the Comptroller General of the United States and Head of the General Accounting Office from 1981 to 1996. Prior to being appointed to that position by President Ronald Reagan in 1981, Mr. Bowsher was associated with Arthur Andersen & Co. for 25 years, except between 1967 and 1971, Assistant Secretary of the Navy for Financial Management.

Mr. Bowsher is the Chairman and Member of the Research Advisory Council of Glass, Lewis & Co., LLC since September 21, 2008. He serves as Member of Accounting Advisory Board of Tax Management, Inc. He also serves as the Trustee of CNA Analysis & Solutions. Mr. Bowsher is a public member of the NASD Board of Directors. He also serves as a member of the Advisory Board of the Public Company Accounting Oversight Board and as a Public Member of the FINRA board. Mr. Bowsher serves as a Member of the Board of Governors of Financial Industry Regulatory Authority, Inc.; as a Member of Accounting Policy & Practice Advisory Board of Bureau of National Affairs Inc.; and as a Member of the Advisory Board of Extend Health, Inc. He also serves as the Chairman of the Public Oversight Board of the SEC Practice Section for the American Institute of Certified Public Accountants. He served as Chairman and Director of Federal Home Loan Banks Office of Finance. Mr. Bowsher was a member of the National Advisory of The Private Sector Council. While at the Navy, his work earned him Distinguished Public Service Awards from both the Navy and the Department of Defense. He serves as Director Emeritus of DeVry, Inc. Mr. Bowsher served as a Director of DeVry Inc. since February 1997 until November 11, 2009. Mr. Bowsher served as a Director of Serco Services, Inc. (a/k/a SI International, Inc.) and American Express Bank since April 2003. Mr. Bowsher also serves on the boards of the Hitachi Foundation, the Concord Coalition, and the Committee for a Responsible Federal Budget. He served as a Director of Huntington Ingalls Industries, Inc. since August 1999. He served as the Director - Office of Finance Board of Directors of Federal Home Loan Banks from April 11, 2007 to March 23, 2009. He served as Independent Director of Washington Mutual Investors Fund since 2001. Mr. Bowsher serves as the Director Emeritus of Washington Mutual Investors Fund Inc.

Mr. Bowsher has received a Degree in Accounting from University of Illinois and an M.B.A. from University of Chicago.
